A Study of Older People`s Labour Force Participation : An Analysis Using Parks Model

This paper examines the effect of active labor market policy on older people¢¥s labor force participation in 8 welfare states. This paper focuses on the following questions: what are the major predictors of the changes in older people¢¥s labor participation rates?; and what is the effect of active labor market policy in promoting older people¢¥s labor participation rates? Using the data from Comparative Welfare States Data Set by Social Expenditure Database by DECD (1999), Labor Statistics by ILO(2000), and UNESCO Yearbook(1981-1999), this paper attempts to answer the above research questions. Parks model, a data analysis method in pooled cross-sectional time-series analysis, is adopted to identify variables predicting changes in older people s labor force participation rates. This paper analyzes the predictors by using 2 analysis models(model with total expenditure of ALMP divided by GDP and model with 3 programs of ALMP divided by GDP, respectively) about 2 types of older people(55 to 64 years old people and 65 years old people to older). Results are as follows: (1) population size of older people, unemployment rate, and pension size divided by GDP have a negative effect on older people¢¥s labor force participation rates; (2) active labor market policy has a different effect on older people s labor force participation rates by the different age groups of older people; (3) active labor market policy has a different effect on older people s labor force participation rates according by the three programs of ALMP; and (4) job brokering service among three major programs of ALMP has a positive effect in promoting older people¢¥s labor force participation rates. Through the empirical analysis, this paper provides valuable knowledge about effects of active labor market policy on older people¢¥s labor force participation in 8 welfare states and discusses implications for older people¢¥s labor force participation in Korea.
